Jane Hutt AM speaks of importance of National Principles for Public Engagement in Wales
The Welsh Government’s Equality, Diversity and Inclusion Division held a day of interactive workshops on 3 October in Llandrindod Wells to look at community inclusion and engagement. Jane Hutt, Minister for Finance and Leader of the House in the Welsh Government, spoke about the importance of the National Principles for Public Engagement in Wales and how they lay the foundations for some the key messages that came out of the day’s equality workshops.

National Principles for Public Engagement and National Children and Young People’s Participation Standards for Wales
The Welsh Government wishes to encourage all citizens in Wales to have a voice and opportunities to play an active role in decision-making in their communities, whatever their age, background, or circumstances. This document explains the relationship between the National Principles for Public Engagement in Wales and the National Children and Young People’s Participation Standards for Wales.

Method of the month

Clumps
A game to get people into groups and raise awareness of things they have in common.
People: 10-100
Time: 5-10 minutes
How does it work? The facilitator shouts out information and people must group themselves based on this information e.g. the month they were born. Participants must then talk to each other to see if others share the same birth month and group themselves accordingly.

This activity was taken from Dynamix’s 'Participation: Spice it up!'. You can also get more tools from their 'Participation: Young Spice!' publication, which is free to download.

This website will be The Wallich's Annual Report for 2010 -11. The Wallich feel that people who have actually experienced homelessness are best placed to tell people how they feel, what they have achieved, how they have changed their lives, and how The Wallich has helped them. Its clients and residents were encouraged to contribute 140 character views and opinions on a variety of subjects.

Advocacy in care homes
The Older People's Commissioner is undertaking a review of advocacy arrangements for older people in care homes in Wales. A significant amount of scoping work and research has already been undertaken on behalf of the Commissioner. The Older People’s Commissioner will gather further information from a range of sources and visit a number of care homes during the review process to speak to older people about their needs.

Are you getting it right?
This toolkit provides a selection of activities to help secondary schools in Wales involve young people when reviewing and auditing their sex and relationships education (SRE). It is designed for school senior management teams, personal and social education coordinators and staff, including peer educators, involved in the delivery and review of SRE. It is also of interest to local healthy schools coordinators who have a role in helping schools to improve the SRE they are providing.

Community mapping and tension monitoring
The Welsh Government has produced this step-by-step guide to understanding community dynamics, trends in cohesion and emerging tensions. Any partnership setting out with the intention of promoting community cohesion has to understand the communities living in their local area and find out about the views and perceptions of local people identify any pressing issues that could result in local tensions. This guide aims to help local authorities and their partners to carry out these tasks.

Consultation on Partners in Healthcare Strategy
The Welsh Ambulance Service NHS Trust is now consulting on its Partners in Healthcare strategy for 2012-2014, which sets out the Trusts’ plans for improving public health through the provision of information and their commitment to continuous engagement with people and communities across Wales.

Draft Welsh Government children's scheme
The Welsh Government is consulting on its draft children's scheme, which it is required to produce under the Rights of Children and Young Persons (Wales) Measure 2011. It sets out the arrangements that the Welsh Government will be putting in place to make sure that it complies with the duty placed on them by that Measure to "have due regard" to children’s rights, when working on or developing proposed new legislation, proposed new policies and any review of, or change to, an existing policy.

Local government and the third sector in Wales
WCVA have issued a guidance document in advance of the 2012 local government elections, called Working together - a vision for local government and the third sector in Wales. The steps WCVA suggest that local authorities take include ensuring local people and service users are central to designing, improving and scrutinising public services, including through co-options to scrutiny committees.

Local participation strategies 0-25
This Welsh Government consultation seeks the views of local authorities (LA’s) and key partners on draft statutory guidance. Local authorities and key partners will be required to ensure children and young people have the opportunity to be involved in local decisions that affect their lives. This is in line with Article 12 of the United Nations Convention on the Rights of the Child.

National Assembly for Wales Strategic Equality Plan Consultation
The National Assembly for Wales will be producing a new Strategic Equality Plan by April 2012. Your comments will help to design the Equality Plan and to inform the development of the equality objectives, one of which is to encourage and widen public engagement.

New UNCRC resources available for download
Dynamix, ProMo-Cymru and Dr Sue Lyle have worked in partnership to compile and develop a range of over 60 resources for the Welsh Government to raise awareness of the United Nations Convention on the Rights of the Child (UNCRC) for children and young people in Wales. These resources are free to download from the UNCRC Let's Get It Right website, which includes resources such as activities, games, downloads, discussion tools and lesson plans for exploring children's rights.

NHS Wales Awards
What is your team doing to innovate and improve the care that people receive? The NHS Wales Awards want to hear about your achievements and success stories. The awards are now open for entries and include a How patients and the public have shaped service provision category.

Patients Participate!
Patients Participate! will investigate the potential of crowd-sourced "lay summaries" to enable patients to better understand research. Having free access to the scientific literature enables patients to participate in the research process but, in practice, they tend to be overwhelmed by the volume and complexity of the literature. Whilst many medical research charities provide lay summaries, evidence suggests that academics struggle to describe their work in a way that is accessible to all.

People’s budget
Wales Participatory Budgeting Unit is working with the People’s Budget project to identify a community in Wales where Participatory Budgeting could be successfully implemented. As part of the project community leaders will attend a series of workshops to give them the skills to persuade their council, health organisation, police force or housing provider to give people a significant say in how budgets should be spent.

Public health practitioner’s public engagement toolkit
Public Health Wales have designed this toolkit to support public health practitioners in identifying appropriate methods of public engagement. The toolkit is designed to provide a starting point when considering undertaking any public engagement activity. There is no single method of engagement that is appropriate for all circumstances and so a range of methods and techniques have been developed and are described.

Pupil Voice Wales Good Practice Documents for Young People
Pupil Voice Wales have made available two documents for young people called 'Your Voice in Your School' and 'The Right Way Forward' that explain what pupil participation means to pupils.

Quality, Development and Leadership - Lessons to Learn from Jönköping
This is the latest white paper from the 1000 Lives Plus national programme. It sets out where change must happen, which includes absolute transparency on performance and a new partnership with the public, and it also calls for a patient driven NHS Wales.

Research for Community Heritage
This new awards scheme is open to research organisations eligible for Arts and Humanities Research Council funding as part of the Connected Communities programme. Phase one funding is to develop outreach and partnership building activities between research organisations and community organisations and groups interested in researching their local community heritage. It is hoped that these activities will then lead to the development of collaborative or co-produced community heritage proposals.

The Welsh Government is committed to continuing efforts to increase organ donation rates. The Organ Donation Bill would create an opt-out system of organ donation. This means that unless an individual makes an objection their organs and tissues will be available for donation after their death. On 8 November, the Welsh Government released a White Paper detailing the above intentions. The Welsh Government want to engage with the public on a face-to-face basis to hear their views. On behalf of the Welsh Government, the Board of CHCs in Wales has booked several consultation events which will take place across Wales.

Parishioners across Wales are being invited to share their ideas for the future of the Church in Wales with a team of advisers who are conducting an independent root and branch review. A series of open meetings is being held in all the six dioceses of Wales starting next week to give people the chance to meet the review team and have their say on a wide range of issues – from funding church buildings to reorganising structures.

Law and Order in South Wales: the Next Five Years

Police forces in Wales face 20% real terms cuts to their budgets between now and 2015. What are the implications for law and order in South Wales? And what will elected Police Commissioners bring to bear on this context: will they focus services towards community priorities, or will they politicise policing? The event will be chaired by Megan Mathias, Chair of IWA Cardiff and Valleys Branch and Director of the Kafka Brigade. This event is free to attend, but places are limited. Adroddiad blynyddol y Wallich ar gyfer 2010-11 yw’r wefan yma. Mae’r Wallich yn meddwl mai pobl sydd wedi profi digartrefedd yw’r bobl gorau i ddweud sut maen nhw’n teimlo, beth maen nhw wedi cyflawni, sut maen nhw wedi newid eu bywydau a sut mae’r Wallich wedi eu helpu. Cafodd ei chleientiaid a’i breswylwyr eu hannog i gyfrannu barn 140 o lythrennau ar bynciau amrywiol.

Eiriolaeth mewn Cartrefi Gofal
Mae Comisiynydd Pobl Hyn Cymru yn cynnal adolygiad o’r trefniadau ynglyn ag eiriolaeth i bobl hyn mewn cartrefi gofal yng Nghymru. Mae cryn dipyn o waith cwmpasu ac ymchwil eisoes wedi’i wneud ar ran y Comisiynydd. Bydd y Comisiynydd Pobl Hyn yn casglu gwybodaeth pellach o ffynonellau amrywiol ac yn yn ymweld â nifer o gartrefi gofal yn ystod proses yr adolygiad i siarad â phonl hyn amdano eu hanghenion nhw.

Ydych chi’n gwneud pethau’n iawn?
Mae’r pecyn cymorth yn cynnig detholiad o weithgareddau i helpu ysgolion uwchradd yng Nghymru i gynnwys pobl ifanc wrth adolygu ac archwilio eu haddysg rhyw pherthnasoedd (ARhPh). Mae wedi cael ei lunio ar gyfer uwch dimau rheoli ysgolion, cydlynwyr addysg bersonol a chymdeithasol a staff, gan gynnwys addysgwyr cyfoed, sydd ynghlwm wrth gyfl wyno ac adolygu ARhPh. Mae hefyd o fudd i gydlynwyr ysgolion iach lleol sydd â rôl yn helpu ysgolion i wella’r ARhPh y maen nhw’n ei darparu.

Mapio cymunedol a monitro tensiwn
Mae Llywodraeth Cymru wedi cyhoeddi’r canllaw cam wrth gam yma ar ddeall deinameg cymunedau, tueddiadau mewn cydlyniant a thensiynau sy’n ymddangos. Rhaid i unrhyw bartneriaeth sydd gyda’r bwriad o hyrwyddo cydlyniant cymunedol deall y cymunedau sy’n byw yn eu hardal leol, a hefyd dysgu am safbwyntiau pobl leol er mwyn adnabod unrhyw faterion o bwys a all arwain at densiynau lleol. Nod y canllaw hwn yw helpu awdurdodau lleol a’u partneriaid i gyflawni’r tasgau hyn.

Ymgynghoriad ar Strategaeth Partneriaid mewn Gofal Iechyd
Mae Ymddiriedolaeth GIG Gwasanaethau Ambiwlans Cymru yn ymgynghori ar ei strategaeth Partneriaid mewn Gofal Iechyd ar gyfer 2012-2014, sydd yn amlinellu cynlluniau’r Ymddiriedolaeth ar gyfer gwella iechyd y cyhoedd drwy ddarparu gwybodaeth a’i ymrwymiad i ymgysylltu’n barhaus gyda phobl a chymunedau ar draws Cymru.

Cynllun plant Llywodraeth Cymru - drafft
Mae Llywodraeth Cymru yn ymgynghori ar ei chynllun plant drafft. Mae’n ofynnol i Lywodraeth Cymru llunio'r cynllun dan Fesur Hawliau Plant a Phobl Ifanc (Cymru) 2011. Mae’n egluro’r trefniadau y bydd Llywodraeth Cymru yn ei roi ar waith er mwyn sicrhau ei fod yn cydymffurfio â’r ddyletswydd a roddir arnyn nhw gan y Mesur hwnnw i "roi sylw dyledus" i hawliau plant wrth weithio ar ddeddfwriaeth newydd arfaethedig, polisïau newydd arfaethedig ac unrhyw adolygiad neu newid sy’n ymwneud â pholisi cyfredol, neu wrth eu datblygu.

Llywodraeth Leol a’r trydydd sector yng Nghymru
Mae WCVA wedi cyhoeddi dogfen ganllaw cyn etholiadau llywodraeth leol 2012, o’r enw Cydweithio – gweledigaeth ar gyfer llywodraeth leol a’r trydydd sector yng Nghymru. Mae’r camau mai WCVA yn awgrymu dylai awdurdodau lleol cymryd yn cynnwys sicrhau bod pobl leol a defnyddwyr gwasanaeth yn ganolog i gynllunio, gwella a chraffu ar wasanaethau cyhoeddus, gan gynnwys drwy gyfetholiadau i bwyllgorau craffu.

Strategaethau cyfranogi lleol 0-25
Mae’r ymgynghoriad hwn o Lywodraeth Cymru yn ceisio barn Awdurdodau Lleol a phartneriaid allweddol ar ganllawiau statudol drafft. Bydd yn ofynnol i Awdurdodau Lleol a phartneriaid allweddol sicrhau bod plant a phobl ifanc yn cael cyfle i gyfrannu at benderfyniadau lleol sy’n effeithio ar eu bywydau. Mae hyn yn unol ag Erthygl 12 o Gonfensiwn y Cenhedloedd Unedig ar Hawliau’r Plentyn.

Ymgynghoriad ar Gynllun Cydraddoldeb Strategol Cynulliad Cenedlaethol Cymru
Bydd Cynulliad Cenedlaethol Cymru yn cyhoeddi Cynllun Cydraddoldeb Strategol newydd erbyn mis Ebrill 2012. Bydd eich ymateb yn ei gynorthwyo i gynllunio ei Gynllun Cydraddoldeb ac i lywio datblygiad ei amcanion ar gydraddoldeb, sy’n cynnwys annog ac ehangu ymgysylltiad â’r cyhoedd.

Adnoddau CCUHP newydd ar gael i’w llwytho i lawr
Mae Dynamix, ProMo-Cymru a Dr Sue Lyle wedi gweithio mewn partneriaeth i gasglu a datblygu amrediad o dros 60 o adnoddau ar gyfer Llywodraeth Cymru i godi ymwybyddiaeth o'r Confensiwn y Cenhedloedd Unedig ar Hawliau'r Plant (CCUHP) ar gyfer plant a phobl ifanc yng Nghymru. Gallwch lawr lwytho nhw am ddim o wefan Gwneud Pethau'n Iawn yr CCUHP, sy’n cynnwys adnoddau fel gweithgareddau, gemau, pethau i lawr lwytho, offer trafodaeth a chynlluniau gwers i archwilio hawliau plant.

Gwobrau GIG Cymru
Bath mae’ch tîm chi yn wneud i arloesi ac i wella’r gofal mae pobl yn derbyn? Mae Gwobrau GIG Cymru eisiau clywed am eich llwyddiannau. Mae’r gwobrau ar agor ar gyfer ceisiadau nawr ac meant yn cynnwys categori ar Sut y mae cleifion a’r cyhoedd wedi dylanwadu ar wasanaethau.

Patients Participate!
Bydd Patients Participate! yn ymchwilio i botensial y "crynodebau cyffredinol" o ffynonellau torfol er mwyn gwella dealltwriaeth cleifion o'r broses ymchwil. Mae gallu gweld dogfennau gwyddonol am ddim yn galluogi cleifion i gymryd rhan yn y broses ymchwil, ond yn ymarferol gallant gael eu gorlethu gyda maint a chymhlethdod y dogfennau. Er bod llawer o elusennau ymchwil meddygol yn darparu crynodebau cyffredinol, mae tystiolaeth yn dangos bod ysgolheigion yn ei chael hi’n anodd disgrifio eu gwaith mewn ffordd sy’n hygyrch i bawb.

Cyllideb y bobl
Mae Uned Cyllidebu Gyfranogol Cymru yn gweithio gyda phrosiect Cyllideb y bobl i ganfod cymuned yng Nghymru ble gall Cyllidebu Cyfranogol cael ei roi ar waith yn llwyddiannus. Fel rhan o’r prosiect fe fydd arweinwyr cymunedol yn mynychu cyfres o weithdai i roi’r sgiliau iddynt i berswadio’u cyngor, mudiad iechyd, llu’r heddlu neu ddarparwr tai i roi llais sylweddol wrth gynllunio sut dylai cyllidebau cael eu gwario.

Pecyn cymorth ymgysylltu â’r cyhoedd ymarferwyr iechyd y cyhoedd
Mae Iechyd Cyhoeddus Cymru wedi cynllunio’r pecyn cymorth yma er mwyn cefnogi ymarferwyr iechyd y cyhoedd wrth nodi dulliau priodol o ymgysylltu â’r cyhoedd. Mae’r pecyn cymorth wedi ei gynllunio i roi man cychwyn wrth ystyried gwneud gweithgaredd ymgysylltu â’r cyhoedd. Nid oes unrhyw ddull unigol o ymgysylltu â’r cyhoedd sy’n briodol ar gyfer bob achlysur ac felly mae ystod o ddulliau a thechnegau wedi cael eu datblygu a chânt eu disgrifio.

Mae Llais Disgyblion Cymru wedi darparu dwy ddogfen ar gyfer pobl ifanc o’r enw 'Eich Llais yn Eich Ysgol' a 'Y Ffordd Iawn Ymlaen' sy'n esbonio beth yw ystyr cyfranogiad disgyblion iddyn nhw, y disgyblion.

Ansawdd, Datblygu ac Arweinyddiaeth - Gwersi i'w dysgu gan Jönköping
Dyma’r papur gwyn diweddaraf o raglen genedlaethol 1000 o fywydau a mwy. Mae’n amlinellu lle y mae’n rhaid i’r newid ddigwydd, gan gynnwys tryloywder llwyr o ran perfformiad a phartneriaeth newydd gyda’r cyhoedd. Mae'n galw am GIG yng Nghymru sy'n cael ei sbarduno gan y cleifion.

Ymchwil i dreftadaeth cymuned
Mae’r cynllun gwobrau newydd yma ar agor i fudiadau ymchwil sy’n gymwys i gyllid Cyngor Ymchwil ar gyfer Celfyddydau a Dyniaethau fel rhan o raglen Cymunedau Cysylltiedig. Bydd cyllid cyfnod un i ddatblygu gweithgareddau estyn allan a phartneriaeth rhwng mudiadau ymchwil a grwpiau cymunedol a grwpiau sydd gyda diddordeb mewn ymchwilio etifeddiaeth eu cymuned leol. Y gobaith yw bydd y gweithgareddau yma yn arwain i ddatblygiad o gynigion etifeddiaeth gymunedol ar y cyd neu sy’n cael eu cyd-gynhyrchu.

Ar 8 Tachwedd, cyhoeddodd y Llywodraeth Papur Gwyn oedd yn amlinellu’r amserlen ar gyfer cyflwyno system optio allan. Mae Llywodraeth Cymru yn awchus i weithio’n agos gyda’r cyhoedd er mwyn clywed ei barnau ar y pwnc pwysig hwn. Ar ran y Llywodraeth, mae Bwrdd Cynghorau Iechyd Cymuned yng Nghymru wedi bwcio sawl digwyddiad ymgynghori ledled Cymru.

Mae lluoedd yr heddlu yng Nghymru yn wynebu toriadau o 20% i’w cyllidebau rhwng nawr a 2015 yn nhermau real. Beth yw’r goblygiadau ar gyfer Cyfraith a threfn yn Ne Cymru? A sut bydd Comisiynwyr Heddlu Etholedig yn effeithio ar bethau: a fydd y comisiynwyr yn ffocysu ar flaenoriaethau’r gymuned, neu a fydd plismona yn dod yn wleidyddol? Bydd y digwyddiad yn cael ei gadeirio gan Megan Mathias, Cadeirydd Sefydliad Materion Cymreig Caerdydd a’r Cymoedd a Chyfarwyddwr y Frigâd Kafka.
