Participation Cymru news

Participation Cymru annual report 2010-11
Participation Cymru has produced its annual report for 2010-11, which includes a breakdown of the services that we offer and feedback from those that have used them.

We are funded by the Welsh Government and this report emphasises the importance of participation to the challenges we face in Wales today and also looks at the role Participation Cymru currently plays.

Independent Living in Practice training - How to make a real difference (Stage 1)
22 November, Cardiff
The Independent Living training course on 22 November from our training programme will now take place at the Wallich in Cardiff. The course is aimed at people working in health and social care, housing, education & employment, transport and other practitioners working closely with disabled people. It will equip practitioners with the knowledge and relationship skills needed to design and deliver services that enable disabled people to live independently.

Shaping engagement between users and CSSIW
We’ve written an article on WCVA’s blog about the engagement work that Participation Cymru have been doing with Care and Social Services Inspectorate Wales (CSSIW) and service users the length and breadth of Wales.

You can also provide feedback on how CSSIW engages with service users by completing an online survey.

Easy read National principles for public engagement in Wales
Participation Cymru now has easy read versions of the National Principles for Public Engagement in Wales thanks to work undertaken by Learning Disability Wales.

The National Principles for Public Engagement were endorsed by the Welsh Government in March 2011. These Principles are the culmination of a piece of work developed under the guidance of Participation Cymru's Advisory Panel and in consultation with you.

If your organisation completes and returns the declaration of endorsement form to participationcymru@wcva.org.uk you have signed up to these principles and will use them as a guiding document in your public engagement work. A list of organisations who have endorsed the principles will sit on our website soon.

Method of the month

PATH
Description of method: This method is used to engage individuals by planning for their ideal future, but it could also be used for groups. People are invited to a situation that works for them. They start with an ideal, before looking at how it contrasts with their lives at the moment, how they can stay strong and how they can reach this goal. They create a vibrant piece that uses graphics and possibly photos to show where they would like to be.
Materials used: Multi-coloured pens, camera for photos to add to the piece
What is good about this method? It uses inclusive principles and person centred planning. It is versatile and could be used for business or community plans. It highlights the positive / possible and is very visual.
What are the limitations? May need a graphic recorder or pre-prepared graphics. It also requires good time management as it’s a time intensive process to manage personal tension.
Variations: Could also be used for families and community organisations

Appointments to the Community Voice programme committee for Wales
How would you spend £12 million in communities across Wales to enable their voices to be heard? The Big Lottery Fund wish to recruit committee members to decide how the resources of the Community Voice programme should be spent. The programme is about people speaking out to influence the decisions that affect their community and their own lives.

Campaigners living with dementia are speaking out about their experiences
Phillipa Hare, Programme Manager of the Joseph Rowntree Foundation’s Empowerment Team, has blogged on UK Dementia Awareness Day and how campaigners living with dementia are taking the chance to speak out about their experiences. The article looks at how the opportunities to hear campaigners speak about it directly in their own words has increased, but that more work needs to be done to develop ways of communicating and hearing with those in the later stages of dementia.

Carer involvement
The Carmarthenshire Carers Forum has been officially launched. The forum will provide carers with the opportunity to have their voices heard and raise issues that affect them to help inform policy in Carmarthenshire. If your local authority does not have a carers forum, or you need help in re-establishing or re-focussing an existing forum, Pat McCarthy from Carers Wales will be happy to help. Children’s Commissioner for Wales’ review of advocacy
The Children’s Commissioner for Wales has decided to use his statutory powers for the first time as the Children's Commissioner for Wales to review the provision of independent professional advocacy for looked-after children and young people, care leavers and children in need.

Creating stronger and more inclusive communities
This report from the New Economics Foundation is about innovations which unlock communities’ strengths and recognise that people with support needs can also be assets to their communities. It calls for the state to create the conditions for people to participate and says that time, finance, knowledge and power are all unequally distributed, and that all these factors affect our ability to support ourselves and each other.

Digital by default?
As more public services go online, what happens to the third of the population who do not use the internet? This latest Bevan Foundation report looks at the pressures to go online in Wales; the experiences of a small group of people; public access to internet provision; and tests of public services. It focuses on digital inclusion in particular and how public services can be delivered online.

Funky Dragon Sustainable Development and Climate Change project
Funky Dragon is going to young people across Wales to see what they know about sustainable development and climate change, the Welsh Government's policies on the issues, and what they are willing to do to combat it. The research project is led by young people, with a steering group set up in April 2011 to review their progress and to help them improve things.

Governors Wales fact file
A fact file has been created by Governors Wales to provide information and guidance for governing bodies in Wales about how to promote and support effective pupil participation in their school, linked to the School Effectiveness Framework, school self-evaluation and Estyn’s Common Inspection Framework. You can find the file on the Pupil Voice Wales website.

Inspection, audit and regulatory bodies launch website
Care and Social Services Inspectorate Wales (CSSIW), Estyn, Healthcare Inspectorate Wales (HIW) and the Wales Audit Office (WAO) are launching the website Inspection Wales, to help members of the public and the organisations they audit and review to have a better understanding of how they are working together. The website aims to be the single point of contact for citizens who wish to find out more about how inspection, audit and regulatory bodies are working together to strengthen public assurance in Wales.

Interactive PLAPs pack
A new Interactive PLAP pack has been launched, offering a huge range of downloadable participation resources. The resources are aimed at primary school aged children. PLAPS (Participation Loving Alien People) are friendly little aliens who have come down from the Planet PLAP to help children participate. This curriculum pack is a fantastic teaching resource for the primary classroom, circle time sessions, or for use by parents at home.

National Co-ordinating Centre for Public Engagement partners with JISC on new funding call to build capacity in analysing research impact
The Joint Information Systems Committee (JISC) has just launched a new funding call to encourage skills sharing between researchers, engagement practitioners and information management specialists. The project, facilitated by the NCCPE, focuses on research impact and invites people to form partnerships in order to explore how to embed technology-enabled good practice in impact analysis across research departments.

Paper on public services and social enterprise values
Social Enterprise UK has published a draft paper which proposes a very basic set of values and operating principles in relation to public service reform and the role of social enterprise within that. One value states that ‘Our needs as individuals and communities require flexible solutions’, and that public services should be tailored to needs and developed by reaching out and engaging with individual service users and their communities.

Public engagement with research: Catalyst call
Research Councils UK have announced a major new funding scheme, inviting UK Higher Education Institutions to apply for funding to embed public engagement with research. This call builds on from the successes of the Beacons for Public Engagement initiative and aims to support more researchers to engage the public by creating a culture within grant holding Higher Education Institutions where excellent public engagement with research is valued, recognised and supported.

Public service complaints policy
The Model Complaints Policy and Guidance for public services in Wales has been developed by the Complaints Wales Group, chaired by the Public Services Ombudsman for Wales. The model policy derives its crucial importance from The Welsh Government’s commitment to improving public services from a citizen’s perspective.

Public services by design
The Design Council is inviting applications to its innovative Public Services by Design (PSbyD) programme by 28 October. PSbyD helps public sector managers address complex service provision issues by developing new approaches, exploiting citizen and user perspectives. The council is looking to work with organisations in a range of areas, including adult social care and children and young people's services. Their mentors worked across the UK with a wide range of organisations.

The future for personalisation? Service users, carers and digital engagement
The Institute for Research and Innovation in Social Services (IRISS), a charitable company that promotes positive outcomes for the people who use Scotland’s social services, have commissioned Aspire Knowledge to examine the relevance of social media to the development of personalised social care in general, and to self-directed support in particular. The focus of the report is the UK but, given the global nature of web-based communication, it does include some international initiatives.

Travelling to a better future- A Gypsy and Traveller framework for action and delivery plan
This document sets out policy direction for the Welsh Government and its partners in respect of Gypsy and Traveller issues. This Framework for Action focuses on several key policy areas which affect the way Gypsies and Travellers access services. It includes a chapter on engagement and participation that looks at removing barriers on engagement

User involvement in adult safeguarding
This report from the Social Care Institute for Excellence is about involving people who use services in adult safeguarding. It looks at policies and practice, as well as examples of how user involvement is being supported, barriers to greater user involvement, and lessons learned from evaluating adult safeguarding processes.

Wales Audit Office annual report 2010-11
The Auditor General has said that the Wales Audit Office 'will help public services deliver for people of Wales' upon the publication of its annual report for 2010-11. The Wales Audit Office’s work will fulfil its obligation to people in order to provide them with independent robust information on how their money is spent. The report notes how the inspectorate is collaborating with other national inspectorate bodies in the UK and the importance of staff engagement to the Wales Audit Office and to public services.

Welsh Government programme for government 2011-2016
The programme for government is the Welsh Government's plan of action. It represents a commitment to delivery, measured by the impact government is actually having on people’s lives. The programme includes the implementation of the 2011 Local Government Measure that will place new duties on locally elected representatives to communicate more effectively with the people they represent.

Why public services can only benefit from working with citizens
Philip Colligan, Executive Director of NESTA's Public Services Lab, has written this article about the benefits of the co-production approach to public services. He calls for public managers to hold on to the radical idea of joining forces with citizens to find more efficient ways of organising public services, and says that the limitations of the paternalistic approach we take to public services were evident long before the financial crisis.

Encouraging community participation in sustainable projects
10 November, 10:00am – 4:00pm, Ceridwen Centre, Nr. Llandysul
This one day course will look at participation tools and how to integrate the ‘Sustainability Toolkit’ into a participation exercise. The workshop is aimed at staff working with community and environmental regeneration organisations. ‘The Sustainability Toolkit’ has since been run with over 46 communities in Pembrokeshire and at several community workers events in Wales and abroad. Communities found the process both enjoyable and useful. The toolkit focuses on engaging communities and getting them to participate in the identification and development of sustainable projects.

This course from Dynamix will provide a toolbox of tried and tested techniques for engaging children and young people in exploring ideas and expressing views. The emphasis of the course is to identify the most effective ways to teach children and young people have a voice and are heard. Participants will be provided with resources that can be used in all group settings.

After working alongside the Welsh Government developing resources on the UNCRC and in particular, children and young people’s participation; Dynamix thought it was necessary to develop supporting training courses to help people gain a better understanding of Participation and the UNCRC as a whole. This one day course will explore the UNCRC, its relevance to your organisation, and provide a variety of learning resources that can be used with children and young people or other members of your team.

WCVA Annual Conference & AGM 2011
24 November, Venue Cymru, Llandudno
Titled Fewer bucks but more bang, this year’s WCVA Annual Conference is on the theme of how groups can deliver more for less, and place impact and influence at the heart of their work in doing so. The conference includes breakout sessions on ‘How to maximise your use of digital media to build audiences, consult, campaign – and deliver impact’ and ‘Public Services – increasing the impact of third sector services through co-production’.

Disgrifiad o’r dull: Defnyddir y dull hwn i ymgysylltu ag unigolion drwy gynllunio eu dyfodol delfrydol, ond mae’n bosibl ei ddefnyddio ar gyfer grwpiau hefyd. Gwahoddir pobl i sefyllfa sy’n addas iddynt hwy. Maent yn dechrau gyda delfryd, cyn edrych ar sut mae hyn yn cyferbynnu â’u bywydau ar hyn o bryd, sut y gallant barhau i fod yn gryf a sut y gallant gyrraedd y nod hwn. Penodiadau i bwyllgor rhaglen Lleisiau Lleol Cymru
Sut byddech chi'n gwario £12 miliwn er mwyn galluogi cymunedau ar draws Cymru i ddweud eu dweud? Mae’r Gronfa Loteri Fawr am recriwtio aelodau ar gyfer pwyllgor rhaglen Lleisiau Lleol i benderfynu sut y dylid gwario'r arian hwn. Mae Lleisiau Lleol yn ymwneud â phobl yn dweud eu dweud i ddylanwadu ar y penderfyniadau sy'n effeithio ar eu cymuned ac ar eu bywydau eu hunain.

Ymgyrchwyr sy’n byw gyda dementia yn siarad allan am eu profiadau
Mae Phillipa Hare, Rheolwr Rhaglen Grymuso Sefydliad Joseph Rowntree, wedi blogio ar dydd Ymwybyddiaeth Dementia y Deyrnas Unedig a sut mae ymgyrchwyr sy’n byw gyda dementia yn cymryd y cyfle i siarad am eu profiadau. Mae’r erthygl yn edrych ar sut mae’r cyfleoedd i glywed ymgyrchwyr yn siarad yn uniongyrchol yn eu geiriau eu hunain wedi tyfu, ond bod eisiau gwneud rhagor o waith i ddatblygu ffyrdd o gyfathrebu a chlywed o bobl eraill sydd yng nghyfnodau hwyrach o dementia.

Cynhwysiad gofalwyr
Mae Fforwm Gofalwyr Sir Gâr wedi cael ei lansio’n swyddogol. Bydd y fforwm yn rhoi’r cyfle i ofalwyr i leisio’u barn a chodi ymwybyddiaeth o faterion sy’n effeithio arnynt er mwyn goleuo polisi yn Sir Gâr. Adolygiad eiriolaeth Comisiynydd Plant Cymru
Mae Comisiynydd Plant Cymru wedi penderfynu defnyddio'i bwerau statudol am y tro cyntaf fel Comisiynydd Plant i adolygu'r ddarpariaeth eiriolaeth broffesiynol annibynnol ar gyfer plant a phobl ifanc sy'n derbyn gofal, rhai sy'n gadael gofal a phlant mewn angen.

Creu cymunedau cryfach a mwy cynhwysol
Mae’r adroddiad yma o’r Sefydliad Economaidd Newydd amdano arloeson sy’n datgloi cryfderau cymunedau ac sy’n adnabod bod pobl gydag anghenion cefnogol yn gallu bod yn asedau i’w chymunedau. Mae’n galw i’r wladwriaeth creu’r amgylchiadau i bobl i gyfranogi ac mae’n dweud bod amser, cyllid, gwybodaeth a phwer i gyd wedi’u dosbarthu’n annheg, a bod y ffactorau yma i gyd yn effeithio ein gallu i gefnogi ein hunain ac ein gilydd.

Mae’r Ddraig Ffynci yn mynd i ymweld â phobl ifanc ledled Cymru i weld beth maen nhw’n gwybod am ddatblygiad cynaliadwy a newid hinsawdd, polisïau Llywodraeth Cymru arnynt a beth maen nhw’n fodlon wneud i frwydro yn erbyn nhw. Arweinir y prosiect ymchwil gan bobl ifanc. Sefydlwyd grwp llywio yn Ebrill 2011 i asesu sut maent yn symud ymlaen ac i helpu nhw i wella pethau.

Ffeil ffeithiau Llywodraethwyr Cymru
Creuwyd ffeil ffeithiau gan Llywodraethwyr Cymru i ddarparu gwybodaeth a chanllaw i gyrff llywodraethu yng Nghymru ynglyn â sut i hyrwyddo a chefnogi cyfranogiad effeithiol disgyblion yn eich ysgol, yn gysylltiedig gyda’r Fframwaith Effeithlonrwydd Ysgolion, hunan werthusiad ysgol a Fframwaith Arolygu Cyffredin Estyn. Gallwch ffeindio’r ffeil ar wefan Llais Disgyblion Cymru.

Cyrff arolygu, archwilio a rheoleiddio yn lansio gwefan
Mae Arolygiaeth Gofal a Gwasanaethau Cymdeithasol Cymru (AGGCC), Estyn, Arolygiaeth Gofal Iechyd Cymru (AGIC) a Swyddfa Archwilio Cymru (SAC) yn lansio'r wefan Arolygu Cymru, er mwyn helpu aelodau o'r cyhoedd a'r sefydliadau y maent yn eu harchwilio a'u hadolygu i ddeall yn well sut maent yn cydweithio â'i gilydd. Y nod yw y bydd y wefan yn un pwynt cyswllt i ddinasyddion sydd am wybod mwy am sut mae cyrff arolygu, archwilio a rheoleiddio yn cydweithio i ddarparu mwy o sicrwydd cyhoeddus yng Nghymru.

Pecyn PLAPs rhyngweithiol
Mae Pecyn PLAP rhyngweithiol newydd wedi cael ei lansio, sy’n cynnig ystod enfawr o adnoddau cyfranogiad y gellir eu lawrlwytho. Mae’r adnoddau yn cael eu hanelu ar blant oed ysgol gynradd. Mae PLAPS (‘Participation Loving Alien People’) yn aliwns bach cyfeillgar a ddaeth i lawr o’r Planed PLAP i helpu plant i gymryd rhan. Mae’r pecyn cwricwlwm hwn yn adnodd dysgu gwych ar gyfer yr ystafell ddosbarth cynradd, sesiynau amser cylch, neu i’w ddefnyddio yn y cartref gan rieni.

Cyllid ar gael i adeiladu cynhwysedd wrth ddadansoddi effaith ymchwil o Ganolfan Cydlynu Cenedlaethol ar gyfer Ymgysylltiad Cyhoeddus mewn partneriaeth â JISC
Mae’r Pwyllgor Systemau Gwybodaeth ar y cyd (JISC) newydd lansio pot o gyllid newydd i annog rhannu sgiliau rhwng ymchwilwyr, ymarferwyr ymgysylltiad a rheolwyr gwybodaeth arbenigol. Mae’r prosiect, sy’n cael ei hwyluso gan y Ganolfan Cydlynu Genedlaethol ar gyfer Ymgysylltiad Cyhoeddus, yn ffocysu ar effaith ymchwil ac mae’n gwahodd pobl i ffurfio partneriaethau fel bod nhw’n gallu archwilio sut i fewnblannu arfer da a e-alluogir wrth ddadansoddi effaith ar draws adrannau ymchwil.

Papur ar werthoedd gwasanaethau cyhoeddus a mentrau cymunedol
Mae Rhwydwaith Menter Gymdeithasol y DU wedi cyhoeddi papur drafft sy’n gynnig lefel sylfaenol iawn o werthoedd ac egwyddorion gweithredu mewn perthynas â diwygio gwasanaeth cyhoeddus a rôl menter gymunedol o fewn hynny. Mae un gwerth yn datgan ‘Bod angen atebion hyblyg i’n hanghenion fel unigolion a chymunedau’, a dylai gwasanaethau cyhoeddus cael ei deilwra i anghenion trwy estyn allan i gymunedau ac ymgysylltu gyda defnyddwyr gwasanaethau unigol a’u cymunedau.

Ymgysylltiad cyhoeddus o fewn ymchwil: Galwad catalydd
Mae Cynghorau Ymchwil y Deyrnas Unedig wedi cyhoeddi cynllun cyllido newydd sy’n gwahodd Sefydliadau Addysg Uwch i wneud ceisiadau am gyllid er mwyn mewnblannu ymgysylltiad cyhoeddus i mewn i ymchwil. Mae’r galwad yma yn adeiladu ar lwyddiannau menter Goleufâu ar gyfer Ymgysylltiad Cyhoeddus ac mae’n anelu i gefnogi mwy o ymchwilwyr i ymgysylltu gyda’r cyhoedd trwy greu diwylliant o fewn Sefydliadau Addysg Uwch sy’n dal grantiau ble mae ymgysylltiad cyhoeddus o fewn ymchwil yn cael ei werthfawrogi, ei chydnabod a’i chefnogi.

Polisi cwynion gwasanaethau cyhoeddus
Datblygwyd y polisi cwynion enghreifftiol a chanllawiau ar gyfer y gwasanaethau cyhoeddus yng Nghymru gan Grwp Cwynion Cymru o dan gadeiryddiaeth Ombwdsmon Gwasanaethau Cyhoeddus Cymru. Mae pwysigrwydd y polisi enghreifftiol yn deillio o ymrwymiad Llywodraeth Cymru i wella gwasanaethau cyhoeddus i ddinasyddion.

Public services by design
Mae’r Cyngor Dylunio yn gwahodd ceisiadau i’w raglen Public Services by Design (PSbyD) erbyn 28 October. Mae PSbyD yn helpu rheolwyr sector cyhoeddus i ateb heriau cymhleth darpariaeth wasanaethau try datblygu dulliau newydd a defnyddio safbwyntiau dinasyddion a defnyddwyr. Mae’r cyngor yn edrych i weithio gyda mudiadau mewn ardaloedd amrywiol, gan gynnwys gofal cymdeithasol oedolion a gwasanaethau plant a phobl ifanc. Mae’i mentoriaid yn gweithio ledled y Deyrnas Unedig gyda mudiadau amrywiol.

Y dyfodol ar gyfer personoli? Defnyddwyr gwasanaethau, gofalwyr ac ymgysylltiad digidol
Mae’r Sefydliad ar gyfer Ymchwil ac Arloesiad yng Ngwasanaethau Cymdeithasol (IRISS), mudiad elusennol sydd yn hyrwyddo allbynnau positif ar gyfer y bobl sy’n defnyddio gwasanaethau cymdeithasol yr Alban, wedi comisiynu Aspire Knowledge i archwilio perthnasedd cyfryngau cymdeithasol i’r datblygiad o ofal cymdeithasol sydd wedi’i phersonoli yn gyffredinol, ac i gymorth a hunan-gyfarwyddir ym mhenodol. Mae’r adroddiad yn ffocysu ar y Deyrnas Unedig, ond mae’n cynnwys rhai mentrau rhyngwladol oherwydd natur cyfathrebu ar-lein.

'Teithio at ddyfodol gwell' - Fframwaith gweithredu a chynllun cyflenwi ar gyfer Sipsiwn a Theithwyr
Mae'r ddogfen yma’n amlinellu cyfeiriad polisi Llywodraeth Cymru a'i phartneriaid mewn perthynas â Sipsiwn a Theithwyr. Mae’r Fframwaith Gweithredu hwn yn canolbwyntio ar sawl maes polisi allweddol sy’n effeithio ar y ffordd y mae Sipsiwn a Theithwyr yn cael manteisio ar wasanaethau. Mae’n cynnwys pennod ar Ymgysylltu a Chyfranogi, sy’n edrych ar ddileu rhwystrau sy’n atal ymgysylltu.

Cynhwysiad defnyddwyr wrth amddiffyn oedolion
Mae’r adroddiad yma o Sefydliad Gofal Cymdeithasol er Rhagoriaeth amdano gynnwys pobl sy’n defnyddio gwasanaethau wrth amddiffyn oedolion. Mae’n edrych ar bolisïau ac ymarfer, a hefyd ar esiamplau o sut mae cynhwysiad defnyddwyr yn cael ei chefnogi, rhwystrau i gynhwysiad pellach o ddefnyddwyr, a gwersi sydd wedi’u dysgu o werthuso prosesau cynhwysiad.

Adroddiad blynyddol Swyddfa Archwilio Cymru 2010-11
Mae’r Archwilydd Cyffredinol wedi dweud bydd Swyddfa Archwilio Cymru 'yn helpu gwasanaethau cyhoeddus i ddarparu ar gyfer pobl Cymru' wrth lansio ei adroddiad blynyddol ar gyfer 2010-11. Bydd gwaith Swyddfa Archwilio Cymru yn rhoi gwybodaeth gadarn ac annibynnol i bobl Cymru am sut y caiff eu harian ei wario. Mae’r adroddiad yn nodi sut fydd yr arolygiaeth yn cydweithio gydag arolygiaethau eraill o fewn y Deyrnas Unedig ac yng Nghymru a’r pwysigrwydd o ymgysylltu â staff i Swyddfa Archwilio Cymru ac i wasanaethau cyhoeddus.

Rhaglen lywodraethu Llywodraeth Cymru 2011-2016
Y rhaglen lywodraethu yw cynllun gwaith Llywodraeth Cymru. Mae ei ymrwymiad iddi yn un real, gan fesur yr effaith y mae’r llywodraeth yn ei chael ar fywydau pobl. Mae’r rhaglen yn gynnwys gweithredu’r Mesur Llywodraeth Leol 2011, a fydd yn gosod dyletswyddau newydd ar gynrychiolwyr a etholwyd yn lleol i gyfathrebu’n fwy effeithiol â’r bobl y maent yn eu cynrychioli.

Mae Philip Colligan, Cyfarwyddwr Gweithredol Labordy Gwasanaethau Cyhoeddus NESTA, wedi ysgrifennu’r erthygl yma ar y buddion o gyd-gynhyrchu gwasanaethau cyhoeddus gyda dinasyddion. Mae’n galw am reolwyr cyhoeddus i afael ar y syniad radical o ymuno â dinasyddion i ffeindio ffyrdd mwy effeithlon o drefnu gwasanaethau cyhoeddus, ac mae’n dweud roedd y cyfyngiadau o’r agwedd dadol i wasanaethau cyhoeddus yn amlwg llawer cyn yr argyfwng cyllidol.
