Free National Network Event for Public Engagement
A free National Network Event for Public Engagement will take place on 28 November in Llandrindod Wells.

Workshops at the session include:

• Scrutiny: the role and value of engagement.
• Emerging Themes from Wales Audit Office report: challenges and opportunities.
• Monitoring and Evaluation: showing how engagement adds value.
• Single Delivery Plans: how do we ensure consistent effective engagement.

Participation Cymru training programme September 2011 - March 2012
Participation Cymru has launched its new training programme for public service providers in the third, public and private sectors for September 2011 - March 2012.

The programme includes popular courses from previous programmes like Advanced facilitation and Confidence at public events, as well as brand new courses like Independent living in practice, Audio editing, Staff engagement and Writing effective surveys. Participation Cymru will also be running our popular accredited training on Public engagement: theory and practice and a new accredited Effective Facilitation Skills course.

This seminar explains what Action Learning Sets are about and how to set one up for your own situation. It gives an opportunity to try it out in practice and to know what to do next. An invaluable tool for better collaborative working.

Method of the month

Mythical families
Description of method: Develop a mythical family (e.g. ‘Kerry’s family’); build up a profile of the members of the family, their life stories, the services they access etc. This can be done as a brainstorm for example. Use the family to keep you grounded, eg when discussing a service, ask ‘how would this affect Kerry’s family?’ A typical family profile could be built up from case histories.
Materials used: Paper, pens.
What is good about this method? Keeps professionals grounded, gives something to focus on.
What are the limitations? Might miss vital factors.

BBC Five Live Olympics Extra – draft service licence
In July 2011 the BBC Trust approved plans by the BBC to launch temporary services and offers to provide full coverage of the London Olympics in 2012, including an extension of the hours of BBC Three. The Trust decided that the plans do not represent a significant change to the UK Public Services and so do not call for a Public Value Test ("PVT"). They have published an explanation of their decision.

Big Lottery Fund - consultation on proposed policy directions
The UK Government is consulting on proposed policy directions for the Big Lottery Fund. Welcoming the consultation, The Minister for the Cabinet Office, Francis Maude said: "The voluntary, community and social enterprise sector is at the heart of this Government’s mission to build a Big Society. The Big Society is about helping people to come together to improve their own lives. It’s about putting more power in people’s hands, opening up public services and encouraging social action."

Board of Community Health Councils in Wales annual report
The annual report of the Board of Community Health Councils in Wales for 2010-11 is now available. The board represents the collective views and interests of the Community Health Councils (CHCs) to the Welsh Ministers, as well as monitoring the performance of the CHCs and conduct of members and officers. The report includes a section on advising and assisting that looks at their scrutiny; monitoring of NHS services; engagement; consultation; and complaints advocacy.

CLIC online
If you're between the ages of 11-25 and live in Wales, you can submit content to CLIC today. It is an online magazine written by young people, for young people. Got something to get off your chest? It can be anything at all: a poem, a video, an opinion piece, a true story. Everything's safe and anonymous, and it's a great place to get feedback and encouragement.

Closing the net on Welsh digital divides
The Welsh Government has published a synthesis of available evidence on digital inclusion and engagement in Wales. Coinciding with the publication of the report, the Minister for Finance and Leader of the House, Jane Hutt, has announced the launch of a Stakeholders' Forum, which will be available through the Digital Inclusion Wales website.

Exploring community resilience
This new publication from Fiery Spirits Community of Practice gathers a mix of experience and academic insight into how local communities are learning how to cope – and even thrive - through difficult times. Web links direct readers to topical references, and a practical guide shows how to run a community workshop on the topic.

Improving the planning appeals process
The Welsh Government is committed to improving the planning appeal process, as part of its wider drive to make the development management process more responsive to users’ needs. This consultation document puts forward several proposals to, including the introduction of a fast track system for householder appeals. These changes aim to simplify the appeals process and bring cost and time savings.

Joseph Rowntree Foundation review FixMyTransport
The Joseph Rowntree Foundation has reviewed FixMyTransport, a site that allows users to complain about UK public transport and do something about it. It has had a good response, however the article goes on to analyse the effect of the digital divide on the improvement of public services, as 5 million households do not have internet access, and one in five people not online said the cost was prohibitive.

Making open data real: a public consultation
This Open Data consultation paper sets out the UK Government’s proposed approach for Transparency and Open Data Strategy, which is aimed at establishing a culture of openness and transparency in public services. They want to hear from everyone – citizens, businesses, public services themselves, and other interest groups – on how they can best embed a culture of openness and transparency in public services.

Nominate now in the Third Sector Awards Cymru 2011
Do you know a group you think deserves national recognition for its achievements? Nominate now in the Third Sector Awards Cymru 2011. There are four categories in which you can nominate, including the Health, social care and wellbeing award, which rewards positive outcomes seen through intervention/preventative work, maintaining independent living, self-care or re-ablement.

Pathways through Participation final report
The Pathways through Participation project team has launched its final report. The project is a two and a half year qualitative research project that has aimed to improve our understanding of how and why people participate, how their involvement changes over time, and what pathways, if any, exist between different activities.

Representation of consumer interests in Wales
The Welsh Affairs Committee will hold a short inquiry into the future representation of consumer interests in Wales. Through the Public Bodies Bill, which is currently before the UK Parliament, the Government proposes to make provision to change the relevant consumer and competition bodies in the UK. Currently Consumer Focus Wales is the statutory consumer advocacy body which operates across the whole of Wales to represent consumers in public and private sectors.

UNCRC resources for use with young people
Dynamix have been commissioned by the Welsh Government to create a range of resources for use with children and young people to explore the United Nations Convention on the rights of the child in a range of settings. You can download these resources from the Lets Get it Right website.

WLGA briefing papers: Equality Act 2010
The Welsh Local Government Association’s Equalities and Social Justice Team has recently produced two briefing papers relating to the Equality Act 2010. The first examines the impact of the general and specific duties for Wales on Welsh local authorities, whilst the second highlights some key areas where opportunities for partnerships and collaboration work could be achieved in relation to implementing the Equality Act 2010. Both look at what this means for engagement.

The commissioning of public services is undergoing a change. As public bodies seek to make efficiency savings in their processes and are collaborating more, third sector organisations are exploring the implications of larger, regional or generic public service contracts. There is also a growing debate about the principles of co-production: how service users and communities work in partnership with professionals, to redesign services so that they are more responsive to needs – or even reshape the relationship between public bodies, citizens and communities. These subjects will form the basis of WCVA's October Regional Policy Events.

By the people, for the people

Learning Disability Wales’ conference this year is all about the empowerment of people with learning disabilities. The day will explore how people with learning disabilities can: be involved in the decisions that affect their lives; make a real difference in their lives and communities; and bring about positive change.

Engaging Wales conference

As the initial phase of the Beacon for Wales draws to an end, this one day conference will showcase the achievements of the last four years and to share learning between universities and other organisations. This conference will provide opportunities to share learning between universities and other organisations accumulated within the last four years of the Beacon for Wales.

Equality Act and the third sector
January 2011
WCVA and Equality and Human Rights Commission will be running events in January 2011 for third sector organisations in Wales to help understanding of how the Equality Act and public sector duties will impact on and support their work. It will include information on the public sector duties to engage and how the third sector can use this as an opportunity to influence service design and delivery. BBC Five Live Olympics Extra – trwydded gwasanaeth drafft
Ym mis Gorffennaf 2011 fe wnaeth Ymddiriedolaeth y BBC cymeradwyo cynlluniau gan y BBC i lansio gwasanaethau dros dro a chynigion i ddarparu sylw llawn o’r Gemau Olympaidd yn Llundain yn 2012, gan gynnwys ehangiad o oriau BBC Tri. Penderfynodd yr Ymddiriedolaeth nad yw’r cynlluniau yn cynrychioli newid sylweddol i Wasanaethau Cyhoeddus y Deyrnas Unedig ac felly nid oes yna alwad ar gyfer Prawf Gwerth Cyhoeddus ("PVT"). Maen nhw wedi cyhoeddi eglurhad o’r penderfyniad.

Y Gronfa Loteri Fawr – ymgynghoriad ar gyfarwyddiadau polisi arfaethedig
Mae Llywodraeth y Deyrnas Unedig yn ymgynghori ar gyfarwyddiadau polisi arfaethedig ar gyfer y Gronfa Loteri Fawr. Croesawyd yr ymgynghoriad gan Francis Maude, Gweinidog y Swyddfa Cabinet. Mae’r cyhoeddiad yma o Gymuned Maes Fiery Spirits yn casglu profiadau a mewnwelediad academaidd i mewn i sut mae cymunedau lleol yn dysgu sut i ymdopi - a hyd yn oed sut i ffynnu - trwy amserau anodd. Sefydliad Joseph Rowntree yn adolygu FixMyTransport
Mae Sefydliad Joseph Rowntree wedi adolygu FixMyTransport, gwefan sy’n galluogi defnyddwyr i gwyno amdano gludiant cyhoeddus yn y Deyrnas Unedig ac i wneud rhywbeth amdano’i chwyn. Mae’r wefan wedi cael ymateb da, fodd bynnag mae’r erthygl yn mynd ymlaen i ddadansoddi effaith y bwlch digidol ar wella gwasanaethau cyhoeddus, gan nad oes gan nad yw 5 miliwn o gartrefi yn gallu cyrchu’r rhyngrwyd, ac fe 1 ym mhob 5 person dweud bod cost yn waharddol.

Gwneud data agored yn real: ymgynghoriad cyhoeddus
Mae’r papur ymgynghori yma ar Ddata Agored yn gosod argymhellion Llywodraeth y Deyrnas Unedig ar Ddata ar gyfer eu Strategaeth Agored a Thryloywder, sydd wedi’i anelu ato sefydlu diwylliant o onestrwydd a thryloywder mewn gwasanaethau cyhoeddus. Maen nhw eisiau clywed o bawb - dinasyddion, busnesau, gwasanaethau cyhoeddus eu hunain, a grwpiau eraill sydd gyda diddordeb - ar sut gallan nhw osod diwylliant o onestrwydd a thryloywder mewn gwasanaethau cyhoeddus.

Mae tîm prosiect Llwybrau trwy Gyfranogaeth wedi lansio ei adroddiad terfynol. Mae’n brosiect ymchwil ansoddol dau a hanner mlynedd sydd wedi anelu i wella’n dealltwriaeth o sut a pham mae pobl yn cyfranogi, sut mae eu cynhwysiad yn newid dros amser, a pha lwybrau, os oes yna rhai o gwbl, sy’n bodoli rhwng gweithgareddau gwahanol.

Cynrychioliad diddordebau defnyddwyr yng Nghymru
Bydd Pwyllgor Materion Cymreig yn cynnal ymchwiliad byr i mewn i gynrychioliad diddordebau defnyddwyr yng Nghymru yn y dyfodol. Trwy’r Ddeddf Cyrff Cyhoeddus, sydd o flaen Senedd y Deyrnas Unedig (DU) ar y foment, mae’r Llywodraeth yn argymell gwneud darpariaeth i newid cyrff defnyddwyr a chystadleuaeth berthnasol yn y DU. Ar y foment Llais Defnyddwyr Cymru yw’r corff eiriolaeth statudol i ddefnyddwyr sy’n gweithredu ledled Cymru i gynrychioli defnyddwyr yn y sectorau cyhoeddus a phreifat.

Adnoddau CCUHP i’w ddefnyddio gyda phobl ifanc
Cafodd Dynamix ei gomisiynu gan Lywodraeth Cymru i greu adnoddau sydd i’w ddefnyddio gyda phlant a phobl ifanc i archwilio Confensiwn y Cenhedloedd Unedig ar Hawliau’r Plentyn mewn sefyllfaoedd amrywiol. Gallwch darlwytho’r adnoddau yma o wefan Gwneud Pethau’n Iawn.

Papurau briffio CLlLC: Deddf Cydraddoldeb 2010
Mae tîm Cydraddoldeb a Chyfiawnder Cymdeithasol Cymdeithas Llywodraeth Leol Cymru wedi cyhoeddi dau bapur briffio yn ddiweddar sy’n ymwneud â Deddf Cydraddoldeb 2010. Mae’r cyntaf yn edrych ar effaith dyletswyddau cyffredinol a phenodol i Awdurdodau Lleol Cymreig, tra mae’r ail yn amlygu ble mae yna gyfleoedd ar gyfer partneriaethau a chydweithio wrth weithredu Deddf Cydraddoldeb 2010. Mae’r ddau bapur yn edrych ar sut mae'r rhain yn effeithio gwaith ymgysylltu.

Wrth i gyfnod cychwynnol Goleufa Cymru ddirwyn i ben, rydyn ni’n cynnal cynhadledd undydd i amlygu campau’r pedair blynedd diwethaf ac i rannu’r hyn sydd wedi’i ddysgu rhwng prifysgolion a sefydliadau eraill. Mae WCVA a’r Comisiwn Cydraddoldeb a Hawliau Dynol yn rhedeg digwyddiadau yn Ionawr 2011 ar gyfer mudiadau trydydd sector yng Nghymru i helpu nhw i ddeall sut bydd dyletswyddau’r sector cyhoeddus yn effeithio ar ac yn cefnogi eu gwaith. Fe fydd yn cynnwys dyletswyddau’r sector cyhoeddus i ymgysylltu a sut gall y trydydd sector eu defnyddio fel cyfle i ddylanwadu ar sut mae'r rhain yn cael eu dylunio a’u darparu. Derbyn cyfrifoldeb
Nid yw gwybodaeth trydydd parti mewn cylchlythyr Cyfranogaeth Cymru yn golygu bod Cyfranogaeth Cymru yn ategu’r wybodaeth honno.
