Participation Cymru featured in Catalyst
Participation Cymru and the importance of its work has been profiled by Public Service Management Wales (PSMW) in the latest edition of Catalyst, a quarterly magazine that provides examples of best practice and regular contributions from across the Welsh public service. National principles for public engagement in Wales
Thank you to everyone who contributed to the consultation on the National principles for public engagement. The principles have been redrafted in the light of your response to us and have now been sent to the Welsh Assembly Government for endorsement. A full summary of the consultation responses can be found here.

Method of the month

Open Space Technology
Description of method: A large group event is organised, participants come up with the issues they want to discuss. The topics are placed around the room, if participants wish to discuss the issue they move to that area. Participants move as individuals, they can spend as long as they like at each topic and decide when to move on. The discussions are recorded and collated.
Materials used: Paper, pens
What is good about this method? Participants decide the topics to be discussed
What are the limitations? A large number of people is needed to make this successful – the more the better

2011 Assembly election – a third sector agenda
In advance of the 2011 National Assembly election, WCVA has set out ways in which the third sector is already helping people and communities in Wales to meet the challenges of today the future years, and proposes a series of practical steps that a new Welsh Government can take to grow the contribution that the third sector makes to supporting active participation by people in community life and action.

Back to the future
The weekend before the spending review was announced, Demos held a Young People’s Convention on the Deficit with one hundred 16 to 18-year-olds. This pamphlet presents detailed findings from the convention, supplemented with wider polling of 18 to 21-year-olds. It argues that if young people are to stand a chance of developing collective solutions to their shared afflictions, they require a transfer of political capital today.

Carmarthenshire County Council cuts consultation criticised
Carmarthenshire County Council has sent a survey with the Carmarthen Journal, the county’s local paper, asking where local people would like savings to be made on the services they receive. You can see an article on the consultation on Wales Online, which details how the exercise has been criticised by some who claim that the survey is biased and only gleans responses from a certain demographic.

Children’s rights measure moves forward in Wales
The National Assembly for Wales has approved the Proposed Rights of Children and Young Persons (Wales) measure. The proposed measure will place a duty on Welsh Ministers to have due regard to the United Nations Convention on the Rights of the Child (UNCRC) when making decisions about the formulation, review or change of policies, or about proposed legislation.

Consultation on the draft document ‘A strategic vision for maternity services in Wales’
This consultation looks at the draft strategy that sets out the Welsh Assembly Government’s vision for high quality maternity services for the future. This includes how women’s views of their care will be regularly collected and published and that the responses are seen to be used in the development of services. It also sets out how Local Health Boards should continually engage with the local population and key interest groups around how services are being managed and developed.

Consumer Focus Wales draft workplan 2011-12
Consumer Focus Wales have a review and draft workplan consultation document available that set out it’s successes over the last 12 months and its proposals for the next 12 months. The feedback it gets will be reflected in its final workplan, which will be published in April 2011.

CSSIW Chief Inspector’s Annual Report 2009-10
The Care and Social Service Inspectorate for Wales (CSSIW) has produced its Chief Inspector’s Annual Report for 2009-10, which was developed with support from Participation Cymru. In addition to the evidence gathered during this programme of work, CSSIW worked with its staff, service users and stakeholders to get their views about the performance of care and social services and of CSSIW.

Delivering advocacy services for children and young people 0–25 in Wales
This consultation outlines the Welsh Assembly Government’s Model for Delivering Advocacy Services to Children and Young People in Wales. The Model has five elements which are outlined in detail later in this document, one of which is the involvement of children and young people.

Engaging the public in delivering health improvement
This Improvement and Development Agency research briefing considers what active citizens can do for services and how services can best engage, support and sustain a community or volunteer workforce in order to improve health outcomes.

The Independent Commission on Social Services in Wales has published 'From Vision to Action'. Its proposals for social services include a more efficient means of collaboration, intelligent commissioning and an emphasis on preventive services built around the service user, their families and carers.

How can local authorities with less money support better outcomes for older people?
This paper provides examples of imaginative, affordable and effective ways of supporting older people’s health, well-being, social engagement and independence. It highlights projects with some local authority involvement whether as lead commissioner, subsidiary partner, or through small grants or seed-funding.

Human rights guide for older people
Age UK has funded the update of the British Institute of Human Rights (BIHR) guide on older people and human rights, available from the BIHR website. It contains new case studies and updates, and incorporates feedback and comments on the first edition.

The Equality Act 2010 gives voluntary and community sector organisations some powerful tools they can use in advocacy, service delivery and campaigning work. This leaflet looks at how organisations can use the act in their work, including encouraging people to participate in daily life and to hold public bodies to account.

Involving young people in scrutiny
This Centre for Public Policy guide aims to help overview and scrutiny committees to understand how to involve young people in decision-making and to help them be more effective in including young people in their work.

Libraries Inspire: Draft strategic development framework for Welsh libraries 2012-15
The Welsh Assembly Government is consulting on this draft strategic document relating to developing libraries in Wales. The vision for the strategy is that libraries will work together to inspire people to enjoy reading, improve their knowledge, develop their skills and participate in their respective communities.

Lobbying the National Assembly for Wales
Voices for Change Cymru has created a brand new guide to lobbying the National Assembly for Wales. This free guide consists of a series of information sheets ranging from how to write a consultation response to working with committees, how to influence manifestos to influencing legislation.

Measuring National Well-Being - What matters to you?
The National Well-being Project aims to provide a fuller picture of 'how society is doing’ than is given by economic indicators such as GDP. Its findings will inform the development of the measures that will be used to track the nation's well-being. The Office for National Statistics is actively encouraging people to talk about what matters to them, for groups to run their own discussions and polls and then feed responses to ONS to collate. Public involvement debate
The Conservatives have criticised the Welsh Assembly Government for creating an environment of top-down control, which has not allowed people say over decisions that affect them locally. Jonathan Morgan AM outlined the "five pillar" model which the Conservatives believe will lead to greater public involvement in the delivery of local services.

Transeuropean citizen's panel builds economic democracy
Throughout 2011, European Alternatives will manage a large-scale transeuropean project that will bring together thousands of citizens across Europe to discuss common actions to fight for their civil rights, as expressed in the EU’s Stockholm Programme and Charter of Fundamental Rights.

A progressive co-operative agenda for Wales – shaping the future of care

Bron Afon Community Housing Equality and Diversity Forum

Bron Afon Community Housing is hosting an open meeting to help shape its Equality and Diversity Forum. The event will focus on tenants, members and staff, but is open to any organisation working within this remit. Children as researchers resource pack launch

Funky Dragon and the Partnership Support Unit (PSU) are holding an event to launch their 'Children as Researchers - Resource Pack'. The resource pack contains tried and tested methods that Funky Dragon have used over the past four years whilst working with children aged from 5 to 11 to enable them to research and lead their own projects.

Etholiad y Cynulliad 2011– agenda i’r trydydd sector
Yn y cyfnod cyn etholiad 2011 y Cynulliad Cenedlaethol, mae WCVA yn amlinellu sut y mae’r trydydd sector eisoes yn helpu pobl a chymunedau yng Nghymru i ateb heriau heddiw a’r dyfodol, gan gynnig cyfres o gamau ymarferol y gallai Llywodraeth newydd y Cynulliad eu cymryd i gynyddu cyfraniad y trydydd sector i hybu cyfranogiad ymarferol pobl ym mywyd y gymuned ac mewn gweithredu cymunedol.

Yn ôl i’r dyfodol
Y penwythnos cyn adolygiad gwariant llywodraeth Prydain, fe wnaeth Demos dal Confensiwn Pobl Ifanc ar y diffyg yng nghyllideb Prydain gyda chant o bobl ifanc 16 i 18 blwydd oed. Mae’r pamffled yma yn cyhoeddi’r darganfyddiadau manwl o’r confensiwn gyda gwybodaeth bellach trwy arolygon barn ehangach gyda phobl ifanc sy’n 18-21 blwydd oed. Mae’n dadlau bod angen i gyfalaf gwleidyddol cael ei drosglwyddo i bobl ifanc heddiw os ydyn nhw’n mynd i gael cyfle o ddatblygu atebion cyfunol i’w broblemau cyfrannol.

Ymgynghoriad ar doriadau Cyngor Sir Gaerfyrddin yn cael ei beirniadu
Mae Cyngor Sir Gar wedi anfon arolwg allan gyda rhifyn diweddaraf y Carmarthen Journal, paper y lleol y sir, i ofyn ble hoffai pobl leol gweld arbedion cael ei wneud yn y gwasanaethau maen nhw yn derbyn. Mae’r mesur arfaethedig ynghylch Hawliau Plant a Phobl Ifanc (Cymru) wedi cael ei gymeradwyo gan Gynulliad Cenedlaethol Cymru. Bydd yn gosod dyletswydd ar Weinidogion Cymru i roi sylw dyledus i Gonfensiwn y Cenhedloedd Unedig ar Hawliau'r Plentyn wrth wneud penderfyniadau ar y polisïau sy'n cael eu llunio, eu hadolygu neu eu newid neu ar ddeddfwriaeth arfaethedig.

Ymgynghoriad ar y ddogfen ddrafft ‘Gweledigaeth Strategol ar gyfer y Gwasanaethau Mamolaeth yng Nghymru’
Mae’r ymgynghoriad yma yn edrych ar y strategaeth ddrafft sy’n disgrifio gweledigaeth Llywodraeth y Cynulliad ar gyfer darparu gwasanaethau mamolaeth o ansawdd uchel yn y dyfodol. Mae hyn yn cynnwys sut bydd barn menywod o’u gofal yn cael eu casglu’n rheolaidd a’u cyhoeddi ac yn cael eu gweld yn cael eu defnyddio yn natblygiad gwasanaethau. Mae hefyd yn gosod cynlluniau am sut ddylai Byrddau Iechyd Lleol ymgysylltu’n barhaus gyda’r boblogaeth leol a grwpiau diddordeb allweddol o amgylch sut mae gwasanaethau yn cael eu rheoli a’u datblygu.

Cynllun gwaith ddrafft Llais Defnyddwyr Cymru 2011-12
Mae ymgynghoriad ar arolwg a rhaglen gwaith drafft Llais Defnyddwyr Cymru nawr ar gael. Mae’n dangos ei llwyddiannau dros y flwyddyn ddiwethaf a'i argymhellion ar gyfer y flwyddyn nesaf. Bydd yr adborth yma yn effeithio’r cynllun gwaith terfynol, sydd i’w gael ei chyhoeddi yn Ebrill 2011.

Adroddiad Blynyddol Prif Arolygydd AGGCC 2009-10
Mae Arolygiaeth Gofal a Gwasanaethau Cymdeithasol Cymru (AGGCC) wedi cyhoeddi Adroddiad Blynyddol ei Brif Arolygydd ar gyfer 2009-10, sydd wedi cael ei ddatblygu gyda chefnogaeth o Gyfranogaeth Cymru. Mae AGGCC wedi gweithio gyda staff, defnyddwyr gwasanaethau a rhanddeiliaid i gael eu barn ar berfformiad gwasanaethau gofal a gwasanaethau cymdeithasol ac o AGGCC, sydd yn ychwanegol i’r dystiolaeth sydd wedi ei gasglu fel rhan o’r rhaglen yma o waith.

Darparu gwasanaethau eiriolaeth i blant a phobl ifanc 0–25 yng Nghymru
Mae’r ymgynghoriad hwn yn amlinellu Model Llywodraeth Cynulliad Cymru ar gyfer Darparu Gwasanaethau Eiriolaeth i Blant a Phobl Ifanc yng Nghymru. Mae’r Model yn cynnwys pum elfen, gan gynnwys yr elfen o ymrwymo plant a phobl ifanc.

Ymgysylltu’r cyhoedd wrth ddarparu gwelliannau iechyd
Mae’r brîff ymchwil yma gan yr Asiantaeth Gwelliant a Datblygu yn cysidro beth gall dinasyddion gweithgar gwneud ar gyfer gwasanaethau a sut gall gwasanaethau ymgysylltu, cefnogi a chynnal gweithlu cymunedol neu wirfoddol i wella allbynnau iechyd.

Sut i ddefnyddio Deddf Cydraddoldeb 2010: Canllaw i fudiadau gwirfoddol a chymunedol
Mae Deddf Cydraddoldeb 2010 yn rhoi arfau cryf ar gyfer eiriolaeth, darpariaeth gwasanaethau a gwaith ymgyrchu i’r sector gwirfoddol a chymunedol. Mae’r daflen yma yn edrych ar sut gall mudiadau defnyddio’r ddeddf yn eu gwaith, gan gynnwys annog pobl i gyfranogi mewn bywyd pob dydd ac i wneud yn siwr bod cyrff cyhoeddus yn atebol.

Cynnwys pobl ifanc mewn archwiliad
Mae’r guide yma yn anelu i helpu pwyllgorau trosolwg ac archwilio i ddeall sut i gynnwys pobl ifanc wrth wneud penderfyniadau ac i helpu nhw i fod ym mwy effeithiol wrth gynnwys pobl ifanc yn eu gwaith.

Llyfrgelloedd yn ysbrydoli: Fframwaith strategol drafft ar gyfer datblygu llyfrgelloedd Cymru 2012-2015
Mae Llywodraeth Cynulliad Cymru yn ymgynghori ar y ddogfen strategol drafft yma sy’n ymwneud â datblygu llyfrgelloedd yng Nghymru. Y weledigaeth yw bydd llyfrgelloedd yn gweithio gyda'i gilydd i ysbrydoli pobl i fwynhau darllen, gwella eu gwybodaeth, datblygu eu sgiliau a chymryd rhan yn eu priod gymunedau.

Lobïo Cynulliad Cenedlaethol Cymru
Mae Lleisiau dros Newid Cymru wedi creu arweiniad newydd sbon i lobïo Cynulliad Cenedlaethol Cymru. Mae’r arweiniad rhad ac am ddim hwn yn cynnwys cyfres o ddalenni gwybodaeth sy’n amrywio o sut i ysgrifennu ymateb i ymgynghoriad i weithio gyda phwyllgorau, sut i ddylanwadu ar faniffestos i ddylanwadu ar ddeddfwriaeth.

Mesur Lles y Genedl - Beth sy'n bwysig i chi?
Nod Prosiect Lles y Genedl yw rhoi darlun mwy cyflawn o gymdeithas nag y mae dangosyddion economaidd fel CMC (GDP yn Saesneg) yn ei ddangos. Bydd y canfyddiadau yn llywio'r broses o ddatblygu'r mesurau a gaiff eu defnyddio i olrhain lles y genedl. Mae’r Swyddfa Ystadegau Gwladol (SYG) wrthi'n annog pobl i siarad am yr hyn sy'n bwysig iddynt, ac i grwpiau gynnal eu trafodaethau a'u harolygon eu hunain a bwydo'r ymatebion i SYG er mwyn eu casglu at ei gilydd. Dadl cynnwys y cyhoedd
Mae’r Ceidwadwyr wedi beirniadu Llywodraeth Cynulliad Cymru am greu awyrgylch o reolaeth o’r top i lawr, sydd ddim yn rhoi llais i bobl mewn penderfyniadau lleol sy’n effeithio nhw. Fe wnaeth Jonathan Morgan AM amlinellu model "pum piler" y Ceidwadwyr byddai’n arwain at ymgysylltu’r cyhoedd yn well mewn darpariaeth gwasanaethau lleol yn eu tyb nhw.

Dyma fy ngwirionedd
Mae’r blog yma o Sefydliad Bevan yn edrych ar faterion cyfiawnder cymdeithasol yng Nghymru. Yn ddiweddar mae wedi cynnwys erthygl ar bwysigrwydd ymgyrch Etholiadau’n Eithrio Scope wrth i newidiadau mewn hawliau a chefnogaeth cymryd lle, a hefyd erthygl gan WCVA ar beth sydd ar y gweill i’r trydydd sector yn 2011 a’r pwysigrwydd o ymgysylltiad.

Panel Traws-Ewropeaidd yn adeiladu democratiaeth economaidd
Bydd European Alternatives yn rheoli prosiect Traws-Ewropeaidd ar raddfa eang trwy gydol 2011 i ddod a miloedd o ddinasyddion ledled Ewrop at eil gilydd i drafod gweithredoedd cyffredin i frwydro ar gyfer eu hawliau sifil, fel sy’n cael ei ddatgan yn Rhaglen Stockholm yr Undeb Ewropeaidd a Siarter Hawliau Sylfaenol.

Calendr digwyddiadau
Mae wefan Cyfranogaeth Cymru nawr yn cynnwys calendr o ddigwyddiadau cyfranogol sy’n digwydd o amgylch Cymru at ei gilydd, gan gynnwys digwyddiadau fel rhwydweithiau sy’n rhad ac am ddim. Os oes ganddo’ch chi digwyddiad cyfranogol hoffech chi gael ei gynnwys, dywedwch wrthym os gwelwch yn dda.

Agenda cydweithredol blaengar ar gyfer Cymru - llunio dyfodol gofal

Mae datblygiad cydweithredol ac arloesedd yn broses sy’n galw am strategaeth a pholisïau ar lefel llywodraeth leol a chenedlaethol i gynorthwyo i wneud y gorau o gyfleoedd, gan rymuso dinasyddion a chymunedau. Y digwyddiad hwn yw eich cyfle chi i dderbyn adborth o’r Diwrnod Astudio ‘Llunio Dyfodol Gofal’, dylanwadu ar seilwaith i’r dyfodol sydd yn berthnasol i fyw'n annibynnol, gofal yn y cartref a gofal preswyl a gwasanaethau sylweddol cysylltiedig, ac i ystyried sefydlu cangen Cymru o Ffederasiwn Cenedlaethol y Cydweithredwyr Blaengar.

Fforwm Cydraddoldeb ac Amrywiaeth Tai Cymunedol Bron Afon

Mae Tai Cymunedol Bron Afon yn cynnal cyfarfod agored i helpu siapio ei Fforwm Cydraddoldeb ac Amrywiaeth. Bydd y digwyddiad yn ffocysu ar denantiaid, aelodau a staff, ond mae’n agored i unrhyw fudiad sy’n gweithio o fewn y maes yma. Bydd y digwyddiad cyntaf yn gosod y sylfeini ar gyfer gweledigaeth y fforwm a helpu cyfranogwyr i benderfynu sut i’w redeg.
